Open up your image. Crop, resize, etc.

Add a hue-saturation layer with these settings: master saturation: 15

Add a levels layer, and input these settings: RGB: input: 0, 1.00, 236, output: 0, 255; red: input: 40, 1.13, 145, output: 0, 255; green: input: 18, 1.14, 255, output: 0, 255; blue: input: 0, 1.02, 251, output: 0, 255.

Add a new layer of 041803, and set it to exclusion 100% opacity.

Add a new channel mixer layer, and input these settings: red output channel: red: 78, green: 0, blue: -2; green output channel: red: -8, green: 102, blue: 0; blue output channel: red: 0, green: 2, blue: 98.

Add a selective coloring layer, and input these settings: reds: C: -45, M: 17, Y: 10, B: 13; yellows: C: -33, M: -23, Y: 28, B: 26; greens: C: 100, M: -27, Y: -100, B: -100; neutrals: C: -23, M: 0, Y: 0, B: -8.

Add a color balance layer, and input these settings: midtones: cyan: 16, magenta: 14, yellow: 10; shadows: cyan: -15, magenta: -11, yellow: 8; highlights: cyan: -17, magenta: 6, yellow: -3. Check Preserve Luminosity.

Add a new layer of BBA093, and set it to pin light 100% opacity.

Add a curves layer, and input these settings: input: 125, output: 136.

Add this texture by ?, and set it to screen 58% opacity.

Add a hue-saturation layer, and input these settings: master saturation: 14.

Add a new layer of A5BCCA, and set it to multiply 60% opacity.

Add a hue-saturation layer, and input these settings: master saturation: 25.

Add a selective coloring layer, and input these settings: red: C: 10, M: -2, Y: 10, B: 0; yellow: C: -52, M: 8, Y: 19, B: 0; green: C: 77, M: -67, Y: 38, B: 42; cyan: C: 16, M: 43, Y: -59, B: -13; blue: C: 38, M: 43, Y: -58, B: -6; magenta: C: -36, M: 14, Y: 43, B: -29; neutral: C: -10, M: 0, Y: 8, B: 0.

Add a brightness-contrast layer with these settings: brightness: -16.

Add a selective coloring layer with these settings: green: C: 25, M: -84, Y: 31, B: 28; cyan: C: 19, M: 35, Y: -42, B: -3; black: C: 0, M: 2, Y: 0, B: -18.

Add a color balance layer with these settings: midtones: cyan: -14, magenta: 0, yellow: 0. Check Preserve Luminosity.

Add a new layer of 979797, and set it to lighten 30% opacity.

Duplicate the base, and bring it to the top. Set it to soft light 100% opacity.

Add a brightness-contrast layer, and input these settings: brightness: -20, contrast: 20. Voila! There you have it!
