First, open up your base. I used a cap from Home of the Nutty then resized and cropped it.

Duplicate the base and set it to screen 100% opacity.

Add a hue-saturation layer with these settings: master saturation: 50, cyan saturation: 25, blue saturation 25.

Add a new layer of dcedf6 and set it to burn 100% opacity.

Add a new layer of ffffff and set it to soft light 100%. Add a layer mask and paste the base into it (see this tutorial for layer masks in PSP and see this tutorial for layer masks in Photoshop CS) then invert the mask.

Add a new layer of fff0c8 and set it to multiply 100% opacity.

Add a new layer of 231209 and set it to screen 100% opacity. Add a layer mask and paste the base into it then invert the mask.

Add a new layer of 000d2f and set it to dodge 100% opacity.

Paste this texture and set it to burn 100% opacity. Add a layer mask and paste the base into it then invert the mask.

Paste this texture and set it to screen 100% opacity.

Add a new layer of 404040 and set it to lighten 100% opacity.

I flatten my image and duplicated the new layer then arranged the layers. I added a 2 pixel line with a shadow underneath. Voila!
