Using this image:
To make this icon: 
A recreation of this icon:
Open a new icon file and open the image as a new layer. Position Anna so that we see half of her face and a bit of her blue shirt.

Duplicate image twice and set them to screen 100%.

Add a new layer filled with 81cbf2 and set it to burn 100%.

Add a new layer filled with 001464 in and set it to screen 100%.

Duplicate that layer and set it to subtract 60%.

Add another layer filled with a4f8e7 and set it to burn 100%.

Duplicate the original image and bring it to the top. Desaturate it and set it to soft light 100%.

Add another layer filled with d08cca in and set it to burn 60%.

Merge all the layers together.

Go to Color>Hue-Saturation. Change the master saturation to 100%. Then change both the reds and yellows to -100%.

Go to Color>Auto>White Balance then Color>Auto>Color Enhance.

Duplicate the layer and desaturate it and set it to screen 40%.

Go over her skin (but not lips and eyes) with the blur tool. Then change it to sharpen and go over her eyes, lips, and hair. You can also add text.

It's not quite like the one I first made, but you might be able to come up with it.
