Open your base. I used a cap from Home of the Nutty.

Blur her skin just a bit, and sharpen her eyes and lips.

Duplicate your base three times. Set the first to screen 100% opacity.

Then set the second to soft light 100% opacity, and apply the high pass filter with a radius of 10.

Set the third to soft light 100% opacity. Add a layer mask to the regular soft light layer. Then copy the base. Go to the mask (making sure that the mask layer is still selected) and right click on the image. Go to paste>paste into selection. Now the base is pasted into your mask. (For Photoshop CS, go to this tutorial for working with layer masks)

Add a new layer of 2a1409, and set it to difference 100% opacity. This layer will take the reddish coloring away and give the image a cooler feel.

Now add a channel mixer layer with these settings: red input channel: red: 120, green: -40, blue: 10; green input channel: red: -10, green: 50; blue: 70; blue input channel: red: -40, green: 50, blue: 100. Copy the base, and ctrl+shift+L to paste the base into the channel mixer layer. Set this layer to soft light 50% opacity.

Duplicate the channel mixer layer, and set it to screen 100% opacity. Now invert the layer mask (ctrl + K). This layer will brighten the image significantly. In fact, it may look a bit overbright, but the next few layers will correct that.

Add a layer of ffffff, and set it to soft light 100% opacity. Now the image looks a bit washed out, but don't worry. This layer is to bring out some of the other colors in the image.

Add a new layer of 2a1409, and set it to screen 100% opacity. This will add a bit of warmth to the image.

Duplicate the previous layer, and set it to soft light 25% opacity. This will give the image a bit of definition.

Add a new layer of 000d2f, and set it to soft light 25% opacity. Again, it cools the image and brings more definition.

Duplicate the previous layer, and set it to soft light 100% opacity. Add a layer mask, and paste the base into the layer. Invert the layer mask.

Add a hue-saturation layer, and input these settings: master hue: 5, master saturation: 30, red hue: 5, red saturation: -30.

Add a new layer of #dcedf6, and set it to multiply 100% opacity. This lowers the brightness in the image.

Lastly, add a new layer of 404040, and set it to lighten 100% opacity. This gives the image a glossy appearance and neutralizes the weird coloring from the difference layer. Voila!
