If you are using Photoshop, you may want to look over this tutorial for the layer masking steps.
Number 25? Yay! *throws confetti* Okay, now let's get started! Open up your base. I used a base from Spareoom.net.
Blur her face and sharpen her eyes. Don't do too much or she'll look funny.
Make a three new layers of 170920 and set them to screen, screen, and subtract. This is equal to a single exclusion layer in other programs.
Make a new layer of f0e7ee and set it to burn 100% opacity.
Merge your layers together. Go to Hue-Saturation and input these settings: Master hue: -5, Red saturation: 60, Yellow saturation: -30, Green saturation: 40, Cyan saturation: 100, and Blue saturation: 100.
Now go to Channel Mixer and input these settings: red input channel, red: 110, green: -10, blue: -10; green input channel, red: -5, green: 105, blue: 5; blue input channel, red: 10, green: -5, blue: 110. Leave preserve luminosity unchecked.
Add a new layer of ffffff and set it to overlay 25% opacity. Add a layer mask, copy the base layer, and paste it into the layer mask. Invert the layer mask, then apply the layer.
Add a new layer of 529bc1 and paint over Georgie's eyes. Set it to color 100% opacity.
Add a new layer of dcedf6 and set it to multiply 100% opacity. Add a layer mask, copy the base layer, and paste it into the layer mask. Then apply the layer.
Add a new layer of ffffff and set it to overlay 25% opacity. Add a layer mask, copy the base layer, and paste it into the layer mask. Invert the layer mask, then apply the layer.
Add a new layer of ffccee and set it to soft light 30% opacity.
Add a new layer of dcedf6 and set it to burn 100% opacity. Voila!
